Celeste McFadden: A Multifaceted Educator and Community Leader

Celeste McFadden is a dynamic educator and community leader with a rich background

in healthcare and a steadfast commitment to fostering inclusive environments. With over

20 years of healthcare experience, including three years managing the revenue cycle

process and four years as a manager at a federally qualified healthcare center, Celeste

brings a wealth of knowledge and expertise to her roles.

Celeste holds an Associate’s Degree in Interdisciplinary Studies: Teacher Education

Preparation and Liberal Arts and Sciences. She is currently advancing her education by

pursuing a Bachelor’s of Science degree in Health Administration at California Coast

University, with anticipated completion in the 2024-2025 academic year.

A servant leader at heart, Celeste is dedicated to quality care and education. Her

extensive management experience includes roles in Patient Access at St. Joseph’s

Medical Center and as Center Manager at Golden Valley Health Center. These

positions have honed her skills in management and analysis, allowing her to develop

creative and efficient solutions in fast-paced healthcare settings.

Celeste is known for her flexibility, empathy, and compassionate leadership. As the wife

of a career police officer in Stockton, she supports her husband, the City’s Chief of

Police, in their shared commitment to ensuring the youth of Stockton thrive. Celeste is

actively involved in initiatives that provide education, support, and guidance to young

people, helping them become contributing members of society.

She is a facilitator and educator of The Parent Project©, a nationwide parenting program

that offers intervention resources to strengthen families. Her community involvement

extends to volunteering at the City of Stockton Animal Shelter and serving on several

esteemed organizations, including the Board of Directors for The Children’s Home of

Stockton and as Vice President of the San Joaquin County Family Justice Center

Foundation. Additionally, she was a former board member for the Discover ChalleNGe Academy Foundation.

Celeste balances her professional commitments with a fulfilling personal life. Married for

over 14 years, she is a devoted mother to six children and grandmother to three

grandchildren. In her free time, Celeste enjoys crafting, reading, and traveling, which

allow her to relax and expand her horizons.

and quality care for youth and families continue to inspire those around her.
